外国留学生管理规定

一、外国留学生管理和服务机构

   l、外事处负责外国留学生的招生、办理签证和各种证件、手续、各项涉外事务、管理协调等工作; 负责外国留学生的课程设置、教材选择、教学计划、教师配置、学籍管理、成绩管理、教学管理等工作。

   2、亮湖楼招待所及其餐厅、学生食堂负责为外国留学生提供膳宿及其他日常生活的服务。

 

二、外国留学生守则

    l、遵守中国政府的有关法令和规定。

    2、尊重中国人民的风俗习惯。

    3、维护和增进各国人民之间的友谊和团结。

    4、遵守学校的各项规章制度。

    5、尊重教师和学校的工作人员。

    6、同学间互相尊重,团结友好。

    7、锻炼身体、讲究卫生。

    8、努力学习.认真完成学习任务。

 

三、入学与注册

    1、新生应持护照、“录取通知书”和“外国人体格检查记录”,按规定时间到外事处报到,办理入学手续。报到时需缴交l寸脱帽,正面、半身近期照片8张,以便办理各种证件,办理各种证件工本费由留学生本人自理。因故不能如期报到但又不来函来电说明原因者,逾期两周后将不再保留入学资格。

    2、“外国人体格检查记录”要经“梅州市卫生检疫所”验证。验证后不合格者要在规定时间内到指定的医院补检有关项目或重新体检。身体不达健康标准者不予注册。

    3、新生应在规定的时间内向梅州市公安局申办居留许可。

    4、在读生于每学期开学一周内按规定到外事处办理注册手续。

 

四、考勤和纪律

    l、根据所学专业规定的课程表上课,不迟到,不早退,不旷课。

    2、因病请假,凭医生证明向任课教师或班主任办理请假手续。因事请假,应事先写请假报告,请假三天以内由班主任批准,三天以上由外事处负责人批准。

    3、请假(含病假和事假)累计不得超过上课总周数的二分之一、超过者,原则上作自动退学处理。若有特殊理由,报外事处并经主管校长批准后,可保留学籍。

    4、凡未请假或请假未获批准而缺课或学期未结束不经批准提前离校,均作旷课处理。对旷课的学生,按下列原则处理:

学期内连续四十学时旷课或累计旷课达四十八学时,给子警告处分;连续六十学时旷课或累计旷课达七十二学时,给予记过处分;连续八十学时旷课或累计旷课达一百学时以上,作退学处理。

请假期满复课或请假期未满复课者,应及时向班主任或外事处负责人销假。请假期满仍不能参加学习者,必须办理续假手续。如本人不能亲自办理请假或续假手续,可委托他人办理。如不办理续假手续,作旷课处理。

5、对无视学校纪律,经常旷课,破坏公共财物,打架斗殴,或有不良行为者,视其情节轻重,由学校分别给予当事人警告、记过、留校察看、开除学籍的处分。

以上各项处分一经决定,学校除向当事人宣布外,还将书面通知其本国驻华外交、代表机构或其国内派遣单位。必须中止在校学习者,应立即回国。留校察看的学生,半年内如能改正错误,可解除处分;经教育仍不改正者则令其退学。

 6、对遵守学校纪律,学习成绩优秀的留学生,学校给予表扬,发给奖状或奖品。

 7、要求休学、退学、转学或延长学习期限及改变学习专业,应事先向学校提出申请,征得同意。

8、假如你离开梅城城区,请向外事处报告。

 

五、考核

    1、必修课和选修课课程按百分制考试计分。辅修课以考查形式评分。

    2、缺课(含旷课和请假),超过该课程上课总课时二分之一以上,不得参加该门课程考试。

 

六、毕业与结业

    1、普通进修生坚持听课,达到学时要求,考试合格者,发给《结业证书》;没有参加考试或考试不及格者,发给在校学习证明。

    2、高级进修生完成研究计划,向指导教师提交研究报告。得到指导教师认可,发给《结业证书》。  

    3、学历生学完教学计划规定的全部课程,修满规定的总学分,考试成绩及格,准予毕业,发给毕业证书。

 

七、离校

    1、留学生结业或毕业,在离开本校前,应到有关部门交还借用的物品、图书,并将学生证、医疗证等,交还外事处。

     2、留学生在离校前一天,应通知留学生楼服务台,清点归还各项生活用品。离校时交还房间钥匙。自费生应付清住房费用。

     3、已结业或毕业的留学生,在完成学业的两周内离校。如因特殊原因推迟离校,需向外事处说明原因,征得同意。但不能再以留学生身份申办居留证延长手续或出入境签证手续。

 

八、自费生收费办法

    l、自费生在入学报到时缴交学费。住宿费在入住留学生宿舍时缴交。因结业、休学、退学等原因而提前离校时,按实际居住天数结算住宿费。(凡交费,以美金或港币缴付,如需要以人民币缴付,则按当时官方外汇比率折算。)

    2、自费生中途辍学、退学或被开除学籍者,已交学费不退。

 

九、签证

留学生来华必须持普通护照,并持学习(X字)签证或访问(F字)签证(学习期限在半年以下者)入境。如果持其他签证入境应尽快更换为学习签证。签证和居留证是一个比较复杂的问题,所以请同学们一定把下面的内容仔细阅读并理解,遇到不懂的地方可以向外事处的老师咨询,以确保学习期间,你的签证和居留证没有问题。
    1、外国留学生持X签证来华的,自入境起三十天内,持护照、健康证、照片和学校证明到公安局办理居留证,居留时间由所交的费用而定。留学生只有持居留证在华居住方属合法。
    2、居留证内任何一项内容若有变化,均需在公安机关规定的期限内,及时办理变更或延期手续。逾期不办者,公安部门按规定处罚。
    3、在居留证件有效期内,留学生在校学习期间因病、因事、回国或去港澳地区及其它国家旅行,经学校批准后,由本人直接到梅州市公安局签证科办理重返中国大陆的入境手续。在离开前10天到外事处办理申请手续。
    4、留学生办理出入境签证、旅行证等手续时,需持有效护照、护照尺寸照片1张、居留证和《签证居留申请表》到梅州市公安局签证科办理,地址在梅州市江南法政路。
    5、签证和各种证件不得涂改和损坏,应妥善保管,居留证如丢失,需到当地派出所报失,到《梅州日报》社广告部挂失,并按规定交付广告费,然后到公安局外管科办理补办手续,费用自理。

 

十、借阅图书规定

    1、领取借书证。结业离校时还清所借图书及借书证。

    2、要爱护图书,不得涂划或损坏。

    3、丢失或损坏图书应照章赔偿。

    4、借书证只限本人使用,不得转借他人。

 

十一、保健医疗规定

    1、留学生来华前必须进行体格检查,并有符合中国卫生检疫部门要求的健康证明书。否则,抵校后必须到指定的医院进行体格检查。凡患有不适宜学习的疾病的留学生,要立即离校回国。

    2、嘉应学院设有校医院。诊病时须在挂号处办理挂号手续、缴交挂号费。一般患者在校医室就诊。

    3、自费留学生医疗费、药品费和住院费全部自理。

 

十二、外国留学生宿舍管理规定

为保证留学生在住地享有正常安定的学习和生活环境,保障留学生人身和财物安全,留学生宿舍制定如下的规章制度,望各位留学生自觉遵守:

 1、留学生在大楼内要按指定的房间住宿,未经同意,不能自行调换住房。对于长期生,每学期结束后到新学期开学—个月内,宿舍管理人员要按实际情况调整住房一次,调整时要服从安排。

 2、如留学生有亲属到访,需要在房内留宿过夜,要事先向外事处通报,要按公安部门规定办理户口登记手续,并缴交一定的费用。如不办上述手续,将给予罚款处理。

 3、房内设施及家具均为配套使用,不能随意弃置房外。留学生办理入宿手续时,须缴交一定数量的住宿押金,离宿时再退回。房内床上用品于入宿时办好借用手续,离宿时要向外事处清点如数交还,如有损坏或丢失,要照价赔偿。

 4、注意保管好个人财物,离开房间一定要随手锁门,如有贵重物品或大量现金可去保险公司办理保险或存放银行。因个人不慎造成财物丢失,责任自负。

 5、房内锁匙要妥善保管,不能转借给他人,如有遗失要及时报告外事处。不准私配房匙、自行在房门上加锁或换锁。如有违反者,给予罚款处理。

 6、为保证留学生宿舍安全,客人来访,要在服务台办理验,证登记手续;并将证件存放在服务台;会客完毕要将有被访者签名的登记单退还服务台,并领回本人证件。没有证件的来访者不能进入房间,只能在会客室或大厅会客。

 7、宿舍内不准燃放烟花和鞭炮,如有违反者,给予罚款处理。(梅州城区内禁止燃放烟花和鞭炮。)

 8、严禁将易燃、易爆、剧毒以及具有放射性等危险物品带入宿舍内,如带有上述物品,要主动交给服务台工作人员,妥为保管。

    9、严禁在宿舍内酗酒、聚赌、吸毒、嫖娼等违法活动。

    10、留学生房内不准私接电线和用明火烧煮食物。

    11、保持楼房的环境整洁,大楼内公共场所的椅子不能搬离室外。注意个人和公共卫生,不得在墙壁或门上乱写乱画或张贴。不得随意向窗外倒水及乱丢烟头、纸屑、杂物。不在走廊通道等处堆放杂物,以保证通道畅通。

    12、保持楼内安静。休息时间内不要大声喧哗或放大收录机音量,大楼内严禁打麻将或饲养家禽畜。

 

十三、保险

    1、嘉应学院要求,留学生在校学习期间必须有医疗保险。留学生所购买的保险至少要包括意外伤害和住院医疗两种,购买保险的费用自理。
    2、留学生可以在来华之前购买医疗保险,也可以抵华后购买。购买保险时应向保险公司详细询问如何在中国使用医疗保险,以及指定医疗机构的联系方法。
    3、留学生应向学校提交有关保险或公证单位出具的证明,证明其在校学习期间享受至少包括意外伤害和住院医疗的保险服务。证明应为中文或英文。
    4、对于没有医疗保险的留学生,在校学习期间发生了意外或病痛,一切责任由其本人负责。

 

十四、课余活动和假期活动

校内有篮球场、足球场、排球场、羽毛球场、乒乓球场、健身房等体育活动设施,留学生可按学校有关规定使用。

 

 

 

 

 

Handbook for International Students

 

I. Guidelines for Foreign Students of Jiaying University

1.Abide by the relevant laws and regulations of the People’s Republic ofChina.

2.Abide by the regulations of Jiaying University and maintain order in the university; Follow the principles of learning; Do not miss classes; Study hard in classes.

3.Remain modest, candid, courteous, and always be ready to help others.

4.Take an active part in sports and remain healthy.

5.Take an active part in the various recreational activities held by the school and reinforce the knowledge gained in the classroom.

6.Abide by the traffic regulations.

7.Follow the regulations of the dormitory and do not damage or dismantle the facilities in the room. Each student has been assigned to a specific room. Do not have people outside sharing the room overnight without the permission of the dormitory supervisors.

 

II. Registration

1. Short-term course students should register on according to the time on the Admission Notice. Foreign students must bring along with them the Admission Notice. Upon their arrival, foreign students should hand in 8 one-inch photos of themselves. Admission Notice, the JW 202 form and the health Certificate for check-in (the students for a stay of over half a year).The expenses incurred will be paid by the student himself/herself. Those who do not come on time must explain the reason and complete formalities for registration one month after the commencement of the semester will be immediately disqualified from enrollment.

2. Upper class international students are required to register for the new term within the first week.


III. Regulations for the Attendance

In consideration of the fact that students’ attendance is key to his or her learning, we have stipulated these regulations.

1. The student will take courses in designated classrooms; recording of attendance will begin at the start of the course.

2Students failing to attend 20% of the total class hours for a specific subject are asked to give an explanation in person to the director of the Foreign Affairs Office. Those failing to attend 30% of the class hours will not be granted the “Certificate of Course Completion”. They will only be granted the “Certificate of Course Attendance”.

3Being fifteen minutes late for one class will be calculated as missing one class. Being less than 15 minutes late for class three times will be calculated as missing one class.

4Students who wish to apply for sick leave should provide their teachers with relevant documents from the hospital.

5If a leave of absence for three day is necessary, the student should submit a written note to the supervising teacher stating detailed reasons. If a leave of absence for over three days is necessary, the student should submit a written note to the Foreign Affairs Office. The student can only leave the school after obtaining permission. Otherwise the student will be deemed as missing classes.

6. If a student returns home for sick leave or other purposes or pays visits to the regions outside Meizhou City during his study period, he should inform the Foreign Affairs Office of the university and with the university's approval.

 

IV. Requirements for the “Certificate of Course Completion”

The “Certificate of Course Completion” is granted to International students who have completed his or her study at Jiaying University having met the following requirements:

1Completing all the courses required.

2More than 70% of class attendance for each subject and finishing at least 2/3 of the homework given by the instructor of each course.

3A grade of over 60 points or C for each subject.

4No breaching of school regulations or relevant Chinese laws.

5The “Certificate of Course Completion” is not granted to students who fail to attend the examination, or fail examinations in 2 or more subjects

6Students failing to obtain the “Certificate of Course Completion” still get the “Certificate of Course Attendance”.

 

V. Leaving
The students who are going to leave the university (including transferring to another university, suspension of studies, discontinuance of schooling), should go through the following formalities:
1. Settle all outstanding accounts.
2. Return furniture and bedding in the dormitory.
3. Return books and library cards.
4. Return student I.D. Cards and other relevant documents.
5. After completing the courses, the foreign students should leave the university within two weeks after the conclusion of the term. If they do not leave on time, they must explain the reasons to FAO. After gaining the permission, they can stay on    campus but no longer enjoy the treatment for foreign students.

 

VI: Fees
The students have to pay the fees in full within 7 days after their registration. If they have special reasons for not being able to pay the fees on time, they have to explain the reasons. Tuition is non-refundable to those who withdraw from school halfway through the semester.

 

VIII: Visa
Foreign students should obtain a residence permit from the public security bureau within 30 days after coming to
Chinaand bring along with them their passports, photos, health certificates and the university's letter of introduction. A student must obtain a Residence Permit for Foreigners for a stay of less than six months (including six months). The student's staying inChinais legal only after a residence permit.

 

VI. Dormitory Regulations

1. It is forbidden to hold any activities which are against the law and the university rules in the dormitory. Visitors are not permitted to stay overnight.

2. It is the student's responsibility to keep his/her room and its surroundings clean. It is not permitted to place objects in the corridor which may obstruct passage, and to place or hang anything on the window or to throw objects out of the window. Raising poultry or keeping pet animals is not allowed.

3. Quietness should be maintained in the dormitory. Students are not allowed to hold parties with dancing and loud music or to create undue noise in and around the dormitory or to hold any activities that disturb the study and rest of others.

4. It is forbidden to damage or disassemble or refit the installations in the dormitory. A fine shall be charged for any damage or loss of public property.

5. Electricity should be conserved. Rules governing the operations of electrical appliances must be observed. 

6. Fire precautions must be observed. It is forbidden to remove indiscriminately the switch boxes and fire-extinguishers. Inflammable substances are not allowed to take to or to keep in the room. Fireworks are forbidden in the building. Anyone who causes a serious accident will be subject to punishment by law.

7. It is forbidden to set off firecrackers and fireworks.

8. Good cooperation should be given to dormitory staff when they get into students' rooms because of their necessary work. The students are not permitted to change their door locks.

9. Time for coming back to dormitory:
Monday-Thursday before 22:30
Friday-Sunday before 23:00

 

VII. Insurance

All the foreign students should buy insurance.

 

VIII. Miscellaneous

1. Dining Hall Rules
The foreign students can take their meals in the Chinese Students' Dining Hall. Students who have meals in all the dining halls of the university should conscientiously observe the regulations of the dining hall.

2. Medical Services
The University Hospital provides outpatient care to foreign students, but foreign students should pay for all medical expenses.

 

All the above rules must be observed. Anyone who disregards the university's rules will be subject to punishment.
